The chrome://settings page does not auto-refresh to reflect, correct connection status

Issue description

Chrome Version: <From about:version: Google Chrome 53.0.2785.4>
Chrome OS Version: <From about:version: Platform Tested: Cyan-cheets 8530.5.0>
Chrome OS Platform: <Cyan n Jerry>
<b>Network info: <network, encryption type, router model (if known)></b>

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
1) connect to openvpn or any other vpn service.
2) Once connected, Click the dropdown menu and select preferred network.
3) Remove the connected service (in this case openvpn)

Expected Result: Chrome://settings and bottom tray should show updated service status.

Actual Result:Chrome://settings page does not auto-refresh to show the updated status. 

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?
User sees incorrect VPN state. 
WorkAround- Refresh chrome://settings page. 

Please provide any additional information below. Attach a screen shot or
log if possible.

As discussed with stevenjb@ I will re-verify this on new chrome://md-settings and close it as won't fix if this does not persist.

I see this issue on R51 (checked on speedy n Cyan devices with 8172.62.0 build). The tray also shows up connected this time.

This issue has been Available for over a year. If it's no longer important or seems unlikely to be fixed, please consider closing it out. If it is important, please re-triage the issue.
