Regression: Unnecessary scrollbar appears |

Issue descriptionVersion: Chrome 54.0.2790.0 OS: Linux64 What steps will reproduce the problem? (1) Open the attached scrollinvalidate.html file What is the expected output? No horizontal scrollbar should appear, just a vertical one. It works fine on stable. What do you see instead? Observe that a horizontal scrollbar appears in the div#box with overflow: auto. It appears that the scrollbar's 'thumb' takes up the full width. If you click on the 'togglePadding' button twice, the div updates and the horizontal scrollbar no longer appears.
