Issue 626101: Ship touch-action: pan directions

Reported by, Jul 6 2016 Project Member

Issue description

CSSTouchActionPanDirections has been experimental for a really long time.

We should just ship it. Edge already supports it.

Does Edge really support this? Last I heard they weren't sold on the value yet (it's on our agenda for the F2F in Redmond in 2 weeks). Updating my Windows Phone to see if a newer Edge build does indeed have it....

Intent to ship approved (with discussion with MS) here:!topic/blink-dev/bcD93CiIJHE

Note that there's benefit to getting this out before we fully ship any touch scrolling intervention. That will force developers to look into touch-action and there's a chance that some small fraction of them will really want this extra functionality (and otherwise be forced to opt-out of passive listeners).
