Ship touch-action: pan directions

CSSTouchActionPanDirections has been experimental for a really long time.

We should just ship it. Edge already supports it.

Does Edge really support this?  Last I heard they weren't sold on the value yet (it's on our agenda for the F2F in Redmond in 2 weeks).  Updating my Windows Phone to see if a newer Edge build does indeed have it....

Note that there's benefit to getting this out before we fully ship any touch scrolling intervention.  That will force developers to look into touch-action and there's a chance that some small fraction of them will really want this extra functionality (and otherwise be forced to opt-out of passive listeners).
