Create a new hermetic build revision with Xcode 8.2.1 and 10.12 SDK.

This is probably as trivial as running package_mac_toolchain.py with an appropriately configured Xcode application.

At this point, we should look at Xcode 8, 10.10 and 10.12 SDKs.

Summary: Create a new hermetic build revision with Xcode 8.2.1 and 10.12 SDK. (was: Create a new hermetic build revision with Xcode 7.3.1, 10.10 and 10.11 SDKs)
hermetic toolchain 8C1002-2 is Xcode 8.2.1, and has only the 10.12 SDK. It's being used to build and run chrome tests on the "Chromium Mac 10.11 Force Mac Toolchain" builder, and modulo a single recently introduced browser test failure:

has been running fine.

Actually, it makes more sense to roll the toolchain and the SDK separately. I've uploaded a new toolchain toolchain-8E2002-1 that uses Xcode 8.3.2, and has both the 10.10 and 10.12 SDKs.
