Verify if user initiated URL request is identifiable |

Issue descriptionDataUseMeasurement::IsUserInitiatedRequest() relies on the existence of ResourceRequestInfo in a URLRequest to identify it is for a WebContent. Test if this is true wrt. any new architectural changes. For example, * prerendering initiated requests. * offline page initiated requests.
