Filterable histograms need to be uploaded on stability records

We currently upload many histograms that are intended to be on every records, such as "MemoryAndroid.LowRamDevice". These histograms are not necessarily included in the startup records that upload stability information.

We need a mechanism that will put all the "general" metrics in the stability proto, see:  https://codesearch.chromium.org/chromium/src/chrome/browser/metrics/android_metrics_provider.cc?q=MemoryAndroid.LowRamDevice&sq=package:chromium&dr=C&l=47

Not sure if it is as easy as just calling ProvideGeneralMetrics in ProvideStabilityMetrics. As well - this needs to be cross-platform.

Maybe asvitkine can chime in with other guidance on best solution.

One issue is we want to have the information from the "previous" session - i.e. the data that is associated with the stability data. So simply grabbing the current set of general metrics doesn't do the correct thing.

Still available.

Another solution would be to get rid of stability reports entirely and just rely on persistent histograms from previous sessions' uploads.
