Chrome main window is wrongly sized (underlaps taskbar)

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.106 Safari/537.36 Steps to reproduce the problem: 1. Run Chrome on the newest insider build 2. Maximize the window 3. Look for sizing issue (see screenshot) What is the expected behavior? What went wrong? Browser window is too large, it appears under the semi-transparent Windows taskbar, since the newest insider build. Also, the top of the tab-bar seems to be cut off by a few pixels. Did this work before? Yes Chrome version: 51.0.2704.106 Channel: stable OS Version: 10.0 Insider Preview (14379) Flash Version: Shockwave Flash 22.0 r0
