cyan-cheets-chrome-pfq  has been failing for arc-bvt-cq timeout issue occasionally since 6/24/2016, build #340.

This is was originally linked to crbug.com/621352, but it looks like a different issue according comment#12 from jrbarnette@
The entire suite completed
successfully.  What failed was that the builder couldn't contact
the Autotest lab to download the log with the test suite results.

I'm not yet sure whether that failure was Autotest or the swarming
infrastructure.

So I opened this one to track it separately.
