Feature request - ability to add to the acceptable use policy when a user activates a Google Apps account

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8481.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2773.0 Safari/537.36
Platform: 8481.0.0 (Official Build) dev-channel cyan

Steps to reproduce the problem:
1. User activates account

What is the expected behavior?
Feature request - sorry if this is the wrong place.

What went wrong?
I've been working with a number of schools setting up Google Apps and they would like the ability to add content to the agreement they have to OK when they activate their account and brand this screen.
They would also like to be able to amend the policy which would force users to agree again to the new policy.
Perhaps a long shot - but would make them happy as different institutions have their own rules.

We have a single instance in Chrome OS of this behavior which is the Chrome OS Public Sessions where a ToS can be added.

I think the ask here is a long shot and most probably something Google Apps would not support.
