BattOr-based power benchmarks are failing

It seems that the last successful tough_video_case run was on July 3. aschulman@ is working on fixing this now, and says it's a filesystem problem.

Seems like this is happening for all BattOr tests, not just the tough_video_cases. Expanded the bug summary.

Status: Fixed (was: Assigned)

The reason for this was https:/ crbug.com/624166 . This bug has been fixed and the new firmware flashed on the Windows DELL Perf bot.
