Material Design User Manager doesn't honor BrowserAddPersonEnabled |

Issue descriptionI stumbled unto this while looking into Issue 513069 . The old User Manager removed the "Add Person" button if BrowserAddPersonEnabled is disabled through policy but the Material Design User Manager still allows adding users. It shouldn't. It might also be worth going through the other relevant policy-set prefs and see if the new User Manager respects them.
