Steps to reproduce the problem:

Margins only appear on windows machines
This only reproduces in Chrome
'Headers and footers' must be enabled

Steps to reproduce:
1. Create a google doc 
2. Ctrl+P
3. Set Margins to 'Minimum'

What is the expected behavior?
Pages remain the same and only margins are affected

What went wrong?
Pages increased by 1 with a blank page appended to the end

Although I've only been able to reproduce this issue with Google Docs, I believe this is a chrome issue because if one adds a header and footer to the Google doc, the header and footer is not included in the appended page. Additionally, margins in the print dialog refer to the margins added by the browser, not the document margins.
