File not found when hash character appears in file name

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.106 Safari/537.36

Steps to reproduce the problem:
1. Name a PDF file with "#" in the middle.
2. Open with Chrome

What is the expected behavior?
PDF file should be opened.

What went wrong?
File not found

Did this work before? N/A 

Chrome version: 51.0.2704.106  Channel: stable
OS Version: 6.3
Flash Version: Shockwave Flash 22.0 r0

Tested in Windows 8.1. Does not appear in Windows 7/10 and Chromebook.

Escape # with %23 will solve the problem. 

In general, we know hash character should not be used in file name, but since other platforms don't have this issue, this should be considered as a bug.
 
Update: Windows 10 *has* the issue. Sorry for making the mistake.

Unable to reproduce the issue on win 8.1,10 chrome version 51.0.2704.106 - Pdf file with # in filename opened fine and hash was replaced by %23 

Could you please try the same on a new profile and let us know your observations. You can create a new profile from chrome://settings
I created a new user profile and here is my finding (Windows 10):
- Go to File Explorer, right click the PDF and click Open with > Google Chrome, File not found returned ('#' is not escaped automatically).
- In Google Chrome, navigate to the folder of the PDF, hovering the link of the page will show the link with correct escaping, click it and file is opened correctly.

Able to reproduce the issue on win7, 8.1 chrome version 51.0.2704.106 and canary 54.0.2796.4 - A Pdf with  # in filename when trying to "open with" chrome displays error "This webpage is not found"

But when dragging the same file and dropping in the browser works fine with # replaced by %23

This is  anon regression issue existing since M40 builds to latest canary

This is a general problem pertaining to any files, not pdfs in particular.
