ios-simulator and ios-device bot does not use goma |

Issue descriptionIt looks like ios-simulator (upstream iOS builder bot) is pretty slow to compile. Looking at the steps, it looks like neither ios-simulator nor ios-device uses goma for compilation while ios-simulator-gn do use goma. Can we enable goma for ios-simulator and ios-device too? As ios bots are in a bit of a resource crunch, using goma could help reduce the resource utilisation of those bots.
