DownloadItemModelTest.InterruptTooltip test fails with system DPI=125%

With system DPI set to 125%, DownloadItemModelTest.InterruptTooltip test fails with following errors:

chrome\browser\download\download_item_model_unittest.cc(285): error: Expected: (kSmallTooltipWidth) >= (gfx::GetStringWidth(line, font_list)), actual: 40 vs 41

The root cause is  https://crbug.com/625950
