Thanks for taking the time to report a bug! If you've signed into Chrome, is the account you used associated with a business or school by any chance? If so, an administrator may have disabled that setting for you.

@tbuck: The account is not associated with work or a school. It is my personal account. The "Use a web service to help resolve navigation issues" is also greyed out.

I am running macOS Sierra 10.12 beta 2 and the Chrome Canary version 54.0.2789.0

Strange, it works fine on my personal account. I'm on 54.0.2791.0, so perhaps it will be fixed with the next update? Can you let us know whether it also happens on the old settings page for you?
