Issue descriptionChrome Version: 51.0.2704.103, Chrome OS Version: 8172.60.0, Chrome OS Platform: Pixel 2015 How to reproduce. Preparation 1. Enable On-Screen Keyboard via Accessibility Settings. Preparation 2. Change wallpaper for the solid color to easily recognize the issue. Step 1. Enable Autohide shelf. Step 2. Launch browser and maximize. Step 3. Tap Omnibox. Expected behavior: After step 3, On-Screen Keyboard is shown on the bottom edge of the Browser window. Observed behavior: After step 3, On-Screen Keyboard is shown but there is a thin horizontal gap between the Browser window. (See attached screenshot).

Note that this issue doesn't happen in touchview/tablet mode of Minnie with normal screen keyboard (with accessibility off).

Reproduced in 53.0.2785.55 on a link - not ARC related.
