Mac: 'Press Esc to exit fullscreen' covered up by permission prompts

Issue description

VULNERABILITY DETAILS
If a permission prompt appears over the top of the fullscreen bubble, it can hide the fullscreen bubble (which disappears before the user dismisses the permission prompt). This means the user can miss the fullscreen notification.

 Issue 623862  covers this on Views; spinning off into a separate bug for Mac. (On Mac it is not a regression as this has been possible for awhile.)

REPRODUCTION CASE
1. Go to https://permission.site.
2. Click Fullscreen.
3. Click Location.

The location prompt covers over the fullscreen prompt.
