Task Manager 'Network' does not include upload activity

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.103 Safari/537.36

Steps to reproduce the problem:
1. Go to Google Drive (e.g. https://drive.google.com/drive/folders/RedactedFolderID)
2. Drag a few large (~20mb) files over the folder contents to upload it.
3. "Uploading X items" is shown in the Drive tab.
4. Select Window - Task Manager from the menu.

What is the expected behavior?
The network column should include upload activity in the usage for each tab.

What went wrong?
The network column for tabs actively uploading content to Google Drive show "0" for most of the time, with a periodic flash of ~800 B/s.
