Better prioritize Android processes for memory management

If ARC is enabled in ChromeOS, Chrome will sort tab processes and Android processes by their importance. The order is used for OOM score adjustment and process killing in low memory condition. 
Currently the sorting of android apps is coarse-grained, we need more information from Android side to better prioritize them.

TabManagerDelegate: Better prioritize ARC processes.

Add new fields "is_focused" and "last_active_time" in struct RunningAppProcessInfo of  process.mojom so Chrome knows how to prioritize Android processes better.
