download_from_google_storage --config outputs nothing in depot_tools git-bash on windows

1) install a fresh copy of depot_tools on windows
2) execute the bundled git-bash
3) run download_from_google_storage --config

expected results:

tells you the URL to go to

actual results:

nothing is displayed. When you hit enter, it terminates and displays the URL it wanted you to go to
