system_health.webview_startup failing on 2 builders

The test system_health.webview_startup is failing on health-plan-webview-lowend-phone and health-plan-webview-phone. It has been doing so in both cases since around 10:40am on June 29th.

The failure is:

The bisect tells me that this was broken by a catapult roll:

I am unable to reproduce this issue on ToT. Also, this issue appears to be a duplicate of chromium:625186, which was fixed on Jul 7. Are you still experiencing this problem?
