Regression:Unable to check the 'check box' in chrome://history page when zoomed to 250%.

Pre-condition:Enable 'Enable Material Design history' flag in chrome://Flags

What steps will reproduce the problem?
(1)Launch chrome>>Navigate to chrome://history page>>Zoom in the page upto 250% 
(2)Now try to check the check-boxes and observe.

Expected:Should be able to check the checkbox when page is zoomed to 250%.
Actual:Instead unable to check.

This is Regression issue broken in M-53.

Able to reproduce the issue on Windows 7 and Mac OS 10.11.5 using chrome latest Dev M54-54.0.2788.0. Observed the check boxes are not getting checked under chrome://history page when the chrome is zoomed to 250%. This issue can be reproduced only when resizing the chrome window. No issue observed while it is in full screen mode.
