Regression: Available services window is seen crashing in Files.app

Issue description

Version: 54.0.2787.0/8549.0.0 (Official Build) dev-channel Parrot, Peach-Pit, Wolf
OS: Chrome

What steps will reproduce the problem?
(1) Sign in to user>> go to Files.app>> go to add new services>> Click on install new from Webstore>> Scroll down till the last app>> Click on install button of the app and click on close X>> do the same operation till the Cloud storage app>> and observe

Expected: Available services window should not be seen crashed
Actual: Instead Available services window  is crashing (Refer screencast)

This is a Regression as crash is not seen in M51: 51.0.2704.103/8172.60.0 -Stable-Channel Parrot

Issue is not applicable to Linux Windows

Reproduced using 54.0.2792.0/8573.0.0 daisy.

khmel@, I think it's webview related issue, similar to https://bugs.chromium.org/p/chromium/issues/detail?id=615512. Could you take a look?
When I scroll on webview using 2-fingers gesture and leave the fingers, it crashes.

Think this is  issue 628525 , where two-finger scroll on touch pad triggered a CHECK failure in fling_curve.cc.

Could we check if we have the following line in ui.LATEST when the crash happens ?
[1:3:0718/173324:FATAL:fling_curve.cc(48)] Check failed: max_start_velocity > 0 (0 vs. 0)

Just reproduced on my minnie (arc enabled). No fling_curve.cc in ui.LATEST
