Video elements (various sites) stop playing/buffering after attempting to manually skip ahead.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2787.0 Safari/537.36

Example URL:
https://www.youtube.com/watch?v=kW11fSpLArc

Steps to reproduce the problem:
1. Open URL with VIDEO element (https://www.youtube.com/watch?v=kW11fSpLArc)

2. Play video.

3. Attempt to skip to 3:20 (or any time really) within video.

What is the expected behavior?
The video should continue to play from the spot it was changed to, and the video should continue to buffer.

What went wrong?
The video completely stops in a 'paused/buffering' state, unable to move forward, backward, play/unpause.

Did this work before? Yes 6/28/16

Is it a problem with Flash or HTML5? HTML5

Does this work in other browsers? Yes 

Chrome version: 54.0.2787.0  Channel: canary
OS Version: 10.0
Flash Version: Shockwave Flash 22.0 r0

This happens on any website that has a VIDEO element. I've come across it most on YouTube and Facebook.

I don't repro this issue on 54.0.2794.0. Can you start a new and clean user profile and try again? Please also use Task Manager to delete all orphan chrome.exe process.
