On clicking 'Back' from 'chrome://settings/importData' 'Bookmark open pages' option gets disabled.

Chrome Version: 54.0.2787.0 (Official Build) canary 229c5186fc07b397ec91db5f03367db2cf06f9a9-refs/heads/master@{#403602} (32/64-bit)
OS: Windows(7,8,8.1,10), Linux(14.04 LTS), Mac OS X(10.10.5, 10.11.4)

Steps:
1.Launch chrome and navigate to Settings > Bookmarks > 'Import bookmarks and setting' in NTP.
2.Click on 'Back' button and then click on 'Bookmarks' from wrench.
3.Observe.

Actual:   The 'Bookmark open pages' appears disabled and stays this state way for every first NTP.
Expected: The 'Bookmark open pages' should be enabled throughout the session.

This is non-regression issue seen from 'M-30' series (Build number: 30.0.1549.0)

Able to reproduce the issue on Windows, Mac and Linux. Changing the status to Untriaged so that the issue could get addressed.
