Mark PageLoadMetricsClients.Reload metrics obsolete

Now the metrics were marked as obsolete and we can not see results
on the dashboard. But it's still useful until the m53 goes to stable.

So, I will remove the obsolete mark for a while, and will mark it again
once the m53 goes to stable channel.

Remove obsolete tag on PageLoadMetricsClients.Reload for a while

The metric was replaced with LoadType.Reload from m53, but it should be
available on the UMA dashboard until the m53 goes to stable channel.

This fix was submitted. It will get to be available on the dashboard in a day.

Set a milestone to revert the CL, and change the status to Assigned. Probably, this can be reverted around mid Sep.

Deprecate PageLoadMetricsClientsReload

Now LoadType.Reload metrics are available on the stable channel,
and it's fine to mark Clients.Reload as obsolete.
