Reproduction Steps: 
1. Reboot Chromebook and enable Chromevox Next on Pixel 2
2. Alt-Shift_L to access shelf
3. Make cergain focus is on launcher with left and right arrow, and press enter.
Expected Result: Launcher appears with Google now
Actual Results: Approximately seventy-five percent of the time, Chromevox stops speaking, and Chromevox classic is enabled.
