White Bars appear on various sites where there should not be

Issue description

This bug is occurring most notably on the Netflix site.
When viewing a widescreen video in the window, white bars are on either side of it, where there should be black.  In fullscreen mode, where there should be black bars (to give it a theater feel, and to accommodate the larger video dimensions), there are white bars.

This also happens on the chrome://settings/privacy page, where I think there should be a grey background all the way, but there is a white block in the very middle.

If you need images, I would be glad to supply them.  Also, I am using Canary, but it is the same in the google chrome dev app.
 
I'm seeing the same. Other elements appear to be missing on pages too... Rendering seems rather broken in Canary right now unfortunately.
