White Bars appear on various sites where there should not be

Issue descriptionThis bug is occurring most notably on the Netflix site. When viewing a widescreen video in the window, white bars are on either side of it, where there should be black. In fullscreen mode, where there should be black bars (to give it a theater feel, and to accommodate the larger video dimensions), there are white bars. This also happens on the chrome://settings/privacy page, where I think there should be a grey background all the way, but there is a white block in the very middle. If you need images, I would be glad to supply them. Also, I am using Canary, but it is the same in the google chrome dev app.
