Unable to repro this issue on Windows 10 [Pro] for Google Chrome Canary Version - 54.0.2787.0 Screen-shot is attached. @prudhvi: Could you please verify the same on Windows 10.0 Insider Build 14379 and update accordingly. Thank you

Fixed in build 14385. So actually this wasn't the Chromium team's fault! :) "We fixed an issue resulting in the Google Chrome window being clipped on the top when maximized." -Windows Insider Blog
