[REGRESSION] Chrome edges cut off by a few rows of pixels

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2787.0 Safari/537.36

Steps to reproduce the problem:
1. Maximize Chrome

What is the expected behavior?

What went wrong?
Regression of  issue 469041  and  issue 361720  in Windows 10 Insider Preview build 14379.

Did this work before? Yes 

Chrome version: 54.0.2787.0  Channel: canary
OS Version: 10.0 insider build 14379
Flash Version: Shockwave Flash 22.0 r0

Unable to repro this issue on Windows 10 [Pro] for Google Chrome Canary Version - 54.0.2787.0

Screen-shot is attached.

@prudhvi: Could you please verify the same on Windows 10.0 Insider Build 14379 and update accordingly.

Fixed in build 14385.

So actually this wasn't the Chromium team's fault! :)
