Text field with text-align:right can scroll horizontally

Issue descriptionChrome Version : 51.0.2704.103 m (64-bit) URLs (if applicable) : http://codepen.io/anon/pen/mEmAvz Other browsers tested: Add OK or FAIL, along with the version, after other browsers where you have tested this issue: Safari: Ok Firefox: Ok IE: Ok What steps will reproduce the problem? (1) Click the middle mouse button (to scroll in any direction) when inisde the number field. (2) It is possible to scroll the text for about 1px to the left (which is not normal). What is the expected result? -That it does nothing when we try to scroll inside the number field. What happens instead? -It can scroll (the number field) to the left for about 1px. Please provide any additional information below. Attach a screenshot if possible. You can also recreate the issue when you select all the text inside the number field. This bug does not happen on all other major browser. It's a Chrome-only problem. In the attached picture, you can see the pixel on the right of both numbers. The top one is scrolled (1px of margin), not the second one (normal).

I think this isn't a bug with the type="number"-fields. Instead I suspect "text-align: right" is responsible (ua-style for number-fields in chrome).

tkent@ do you have any high level ideas with respect to this. It appears that pan scrolling (Windows only) gets trapped inside the text area when the text-align is right. But when it is left you can click pan scroll and it will scroll the main document instead of just the field.
