Regression : Unwanted Horizontal scrollbar is seen on chrome://downloads page on resizing the Window

Issue description

Version: 54.0.2787.0
OS: Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome -> Download any file or save any page(Only one downloaded file or saved page is needed)
(2)Now go to chrome://downloads page and resize the window  until the horizontal scrollbar is seen
(3)Now Reload the page and observe (please refer Video and screenshot)

Expected: No Horizontal scrollbar should be seen on resizing the Window
Actual: Instead Unwanted Horizontal scrollbar is seen

Note: Issue is not seen on Windows OS

This is Regression Issue broken in M-53

Manual good and Bad Builds:

Able to reproduce the issue on Linux Ubuntu 14.04 using chrome version 54.0.2787.0.Issue is not seen on windows and MAc OS.

Adding stable blcoker as this is recent regression,Please feel free to remove if not required.
