[Settings] Alignment issue of pressed state for RELAUNCH button after updating

bugs: repro steps

1. Open chrome://help to trigger updating.
2. When updating finishes, RELAUNCH button will appear.
4. Press the RELAUNCH button.

What went wrong?

Looks like the button too tall to the left. (see attachment)
