What steps will reproduce the problem?
(1)Launch Chrome and sigin with valid credentials.
(2)Navigate to chrome://md-settings page>>click on signout button and observe 

Expected: Google Dashboard link should be seen in signout overlay.
Actua:Instead Google Dashboard link is seen missing.

This is Regression issue broken in M-53.

Manual Bad Build:53.0.2784.0

Unable to provide narrow bisect info as sign into chrome in chromium builds is not possible, hence providing Manual change log info.
