Regression: [MD-Settings] Browser does not navigate to ‘About Chrome’ page after clicking on ‘Advanced’.

Issue descriptionChrome Version:54.0.2787.0 (Official Build)229c5186fc07b397ec91db5f03367db2cf06f9a9-refs/heads/master@{#403602} OS: Windows(7,8,10), Mac (10.10.5)(10.11.4), Linux(Ubuntu 14.04 LTS) What steps will reproduce the problem? 1. Launch chrome and navigate to chrome://md-settings/ 2. Click on ‘Menu’ icon and then click on ‘Advanced’ dropdown. 3. Click on ‘About Chrome’ and observe. Actual: After step 3,page does not get navigate to ‘About Chrome’ page Expected: Page should navigate proper after step 3. This repros even if you navigate to a Basic section after navigating to an Advanced section: clicking "About" when the Advanced toggle button (in the main page) is open just toggles the Advanced page off. Clicking "About" a second time, with the Advanced page now hidden, opens About.

This also repros after applying my transitions CL: https://codereview.chromium.org/2106013002/ Looks like there's an extraneous currentRoute change event firing, where after the route is set to About, it's changed again to Basic. I suspect this is happening elsewhere, like settings-menu, since changing the logic in settings-main doesn't fix the bug.
