Regression: Weird behavior of content container is seen after clicking on iron icon at chrome://history.

Issue description

Chrome Version: 54.0.2787.0 (Official Build) 229c5186fc07b397ec91db5f03367db2cf06f9a9-refs/heads/master@{#403602}
OS: Mac (10.11.4)

Pre-condition: 1. Enable Material Design history flag.
               2. Create some history by navigate to any web pages.

Steps:
1. Launch Chrome and navigate to chrome://history.
2. Click on iron icon seen at top L.H.S of page and observe.

Actual: Weird behavior is seen after clicking on iron icon i.e Content container is seen chopped from bottom and entries overlaps content container.

Expected: Content container should be seen properly.

This is a regression issue broken in M-54, below is bisect info.

Good build: 54.0.2786.0
Bad build: 54.0.2787.0

Narrow bisect:

Suspecting: r403601 ?

Please help to re-assign if your change is not the cause for this issue.

Note: This is Mac 10.11.4 specific issue, not seen on Mac 10.10.5, Windows and Linux

I can't reproduce this at ToT on Mac or Linux. Please re-test.

With response to comment #2, 
The issue is no more reproducible in Canary version 54.0.2791.0 on Mac 10.11.4. Removing Test Confirmation label.
