(1) Open "chrome://settings/contentExceptions#plugins" (2) Create an allow permission "[*.]live.shogi.or.jp" (3) Go http://live.shogi.or.jp/kisei/kifu/87/kisei201607020101.html What is the expected output? Chrome permits flash content What do you see instead? Chrome doesn't permit Please use labels and text to provide additional information. This setting doesn't reflect on any site.

That's my "What do you see instead?". Rightclick to go is the way we permit a flash to run on a not permitted site. You see the lock icon on the right of the omni bar and you can see the message when you click the icon: "The following plugins were blocked on this page"

Able to repro this issue on Windows 7, MAC (10.11.5) & Ubuntu Trusty (14.04) for Google Chrome Stable Version - 51.0.2704.106 This is a Non-Regression issue existing from M44 - # 44.0.2392.0. Before this build it displays a message "Adobe Flash Player is out of date". Screen-recording is attached. Thank you.
