Regression: Reload frame option in context menu does not change to Hindi on changing browser language.

Issue description

Version: 54.0.2787.0 (Official Build) 229c5186fc07b397ec91db5f03367db2cf06f9a9-refs/heads/master@{#403602} (32/64 bit)
OS: Windows (7,8,8.1,10)

Precondition: Change the browser language to Hindi from chrome://settings.

What steps will reproduce the problem?
1) Launch chrome, go to chrome://settings, right click on the page and observe the context menu.

'Reload frame' option is not seen in Hindi.

This is a Regression issue broken in M-53,below is the bisect info

I can confirm that the Hindi translation is available in TC. No issue from a localization perspective.
Okay I think it's because I added a hotkey to the string. So it requires a new translation which I assume will be coming in time for M53 stable.

Based above Comment#5,Marking the bug as M-53 stable blocker which can be revisited when the translations are available before M53 stable release.

Please feel free to re-change it back to M53 beta blocker.
M53 Stable launch is coming soon.Your bug is labelled as Stable ReleaseBlock, pls make sure to land the fix asap so it gets chance to bake in beta before stable promotion. Thank you.

Unable to repro this issue on Windows 7 for Google Chrome Canary Version - 54.0.2817.0
