Add flag to disable arc data wipe

For some testing scenarios we should not remove ARC data at boot even though it is not enabled n settings.  Add a flag to control this behavior.  If the flag is set, never remove ARC data.

Add a disable-arc-data-wipe flag.

This flag prevents ARC user data from being wiped if the user has opted
out.  This is primarily intended for testing cases.
