Unnecessary html entity encoding of page titles in Inspect Devices

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.106 Safari/537.36 Steps to reproduce the problem: 1. On an Android device, visit http://output.jsbin.com/zeyubi 2. Connect the device to the computer 3. In Desktop Chrome, go to Developer Tools -> More Tools -> Inspect Devices What is the expected behavior? The page you have opened with the connected mobile phone should be listed as "Let's get retarded" which is its title What went wrong? The page is listed as "Let's get retarded" (see screenshot) There's absolutely no reason to encode the page title here. Did this work before? N/A Chrome version: 51.0.2704.106 Channel: stable OS Version: Flash Version: Shockwave Flash 22.0 r0
