Videos stop after rewinding/fast forwarding video

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2787.0 Safari/537.36

Example URL:
https://kickstarter.com, https://youtube.com

Steps to reproduce the problem:
1. Pick a video
2. Play it
3. Use the time bar to rewind or go forward in the video

What is the expected behavior?
Play the video at the specific time

What went wrong?
The video just hangs and (YT only) the video buffering animation starts to play.

This isn't fixed until the webpage is reloaded.

Did this work before? Yes Stable/beta

Is it a problem with Flash or HTML5? HTML5

Does this work in other browsers? Yes 

Chrome version: 54.0.2787.0  Channel: canary
OS Version: 10.0
Flash Version: Shockwave Flash 22.0 r0

Unable to reproduce the issue on chrome version 54.0.2787.0 on Windows 10, picked some random videos from sites:(https://kickstarter.com, https://youtube.com) and played it , seeked it from Time bar to rewind or go forward in the video. No hang observed in the videos.

@ cameron102012: Request you to please try again by restarting your system, relaunch chrome and please update us with your observations.

After a reboot and making sure I was on the latest version of Chrome Canary, the issue still persists.

Let me know if i should clean install.

Update: Out of the blue, the player now works fine, seeking doesn't hang it anymore. I have no idea what caused it to happen earlier.
