Steps to reproduce the problem:
1. Bring up browser
2. Observe, for example, The Old Reader extension icon
3. Observe number of messages on icon very small to read

What is the expected behavior?
Prior to this version of Chromium, icons were more legible.

What went wrong?
Icons scaled down in size much too small
