Start Up Page Oftens Shows Glimpse Of Mobile Version

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.106 Safari/537.36

Example URL:
http://www.bbc.co.uk/news

Steps to reproduce the problem:
1. 
2. Make the BBC news URL link as the specific 'on start up' page in settings 
3. 

What is the expected behavior?
Expect the BBC news page to load correctly for win7 desktop 

What went wrong?
Maybe 5 times out of 10 for some reason the mobile version of this page loads for 'one sec' before switching to the correct desktop page. I cannot reproduce this problem, when i make the 'home button' from the same url. It also doesn't happen when i use the same news url from bookmarks. 

Does it occur on multiple sites: No

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes 

Chrome version: 51.0.2704.106  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 22.0 r0

This issue started to happen around version 49 to 50 and has been happening since with all recent versions.

Attached in a screen grab showing the one sec shot of mobile version before it corrects to desktop page.

Unable to reproduce the issue on Windows 7 using chrome latest stable M51-51.0.2704.106, Observed the www.bbc.co.uk/news loads as a desktop site as expected on all 10 attempts.

Reporter@ - Is this issue seen on incognito mode as well? Could you please recheck this issue by creating a new profile under chrome://settings with no apps or extensions in your browser.
