PDF not scrolling on device toggle

Chrome Version       : 51.0.2704.79 (Developer Build) Ubuntu 14.04 (32-bit)

What steps will reproduce the problem?
(1)open a pdf file in browser.
(2)use shortcut Ctrl+Shift+j now click on toggle device toolbar.
(3)now try to scroll using the mouse left-click drag.

What is the expected result?
The page should scroll.

What happens instead?
The page doesn't scroll.

Tested the same on win8.1 chrome version 54.0.2787.0 and stable 51.0.2704.106 - observed that on clicking toggle device toolbar scrolling works fine with mouse wheel.

Could you please let us know in detail step3 what you were exactly doing . Tried with mouse left/right click drag and observed no scrolling. Is this the issue you were talking about?

yes, it should imitate the touch screen scroll but does not do so.
