Exclamation point on login screen; need to enter two-factor auth password

Issue description

Chrome Version: 51.0.2704.103
OS Version: 8172.60.0

I'm pretty frequently (maybe at least once a week) seeing the yellow exclamation point on my personal account's profile on the login screen and getting prompted to enter a two-factor auth code. This isn't the device's owner; it's enterprise-enrolled and my corp account owns it. I think that this has all been happening on this one device.

This evening, I:

1. Saw the exclamation point and signed in: https://feedback.corp.google.com/product/208/neutron?lView=rd&lReport=10693273894

2. Signed out, saw the exclamation point a second time, and signed in again: https://feedback.corp.google.com/product/208/neutron?lView=rd&lReport=10693388446

3. Signed out again, *didn't* see the exclamation point this time, and signed back in: https://feedback.corp.google.com/product/208/neutron?lView=rd&lReport=10693430066

There's an earlier feedback report from when I saw something similar a few months ago at https://feedback.corp.google.com/product/208/neutron?lView=rd&lReport=6874319091.

No idea if it's related, or how it would be, but I noticed that the feedback prompt pre-filled my username as "dan.erat" for 1) and 3) but "danerat" for 2). Dunno what's up with that.

Here's another one I just saw on a different Chromebook: https://feedback.corp.google.com/product/208/neutron?lView=rd&lRSort=1&lROrder=2&lRFilter=1&lReport=11060736206

It's a corp-enrolled samus with my google.com and gmail.com accounts. I logged in to my gmail.com account (no multi-login) without seeing the exclamation point and logged out cleanly with Ctrl-Shift-Q. When the login screen was displayed again, my gmail.com account had the yellow exclamation point and I had to use 2fa.

Since I've seen this on multiple devices, I'm concerned that it may affect a larger group of users, e.g.

- everyone with a enterprise-enrolled device
- everyone with multiple users on their device
- everyone?
