Couldn't DO Initial Setup in Dutch |

Issue descriptionMode: force_next Version: 53.0.2773.0 Reproduction Steps: 1. I tried to set the language to German first, then to Dutch, after which I only got a Dutch conformation that the language was changed, followed by the German voice that tried to talk Dutch.
