Passwords are gone from google saved passwords.com. Tried fix from old post regarding incognito no help

Issue description

Steps to reproduce the problem:
1. Went to saved passwords in Chrome 
2. Then to Google saved passwords.com
3. States no saved passwords 

What is the expected behavior?
passwords have always been there

What went wrong?
??Checked everything from sync to smart lock can't find them??

Did this work before? Yes Recently I refer to my saved passwords alot.

Chrome version: 51.0.2704.104Copy from: 'about:version'>  Channel: n/a
OS Version: 
Flash Version: 

Any help would be appreciated!

Have you seen your saved passwords on passwords.google.com before? Are you able to see your passwords on chrome://settings/passwords?

Are you maybe using a sync passphrase (https://support.google.com/chrome/answer/1181035)? If so, you won't be able to view your passwords on passwords.google.com.
