A user may request a log stream before it's been picked up by the LogDog collection pipeline. This results in gRPC "Resource not Found" error, and is perfectly reasonable during valid log lifecycle.

The web viewer will fail immediately and stop trying to refresh. It needs to:
1) Show a status ("pre-registered")
2) Retry until the log stream is registered.
2a) If the log stream is actually invalid, this is indistinguishable from an unregistered log stream, so this could potentially retry forever.
