Allow multiple files to be logged to concurrently on chrome://net-export for desktop

Issue description

chrome://net-export was enabled for desktop as per  issue 473179 . On mobile platforms it makes sense that you can only log to one file concurrently since all NetLog dumps are saved to the same place in the user's temporary directory. However, on desktop, a user is prompted with a file selector dialog window and thus intuitively it makes sense for a user to be able to log to several files simultaneously if they open up more than chrome://net-export tab.
