With Last N==1 only the first page of a tab's session is saved

Issue description

Version: 53.0.2784.1
OS: Android L

With N==1 only the first page of tab's session gets saved, and later navigations are ignored.  Instead I'd expect the last page of a tab's session would be saved.

What steps will reproduce the problem?
(1) Start Chrome 53.0.2784.1 with Last N enabled.
(2) Navigate to www.google.com/finance
(3) Navigate to xkcd.com
(4) Open chrome://offline-internals in a new tab, verify the page in step #2 is saved for last n.

What is the expected output?

The page in #2 will be replaced by the page in #3

What do you see instead?

The page from step #2 is still saved.

Tested on Canary 54.0.2793.0 and on ToT build as of Jul13.

Can not reproduce. The subsequent page overrides the previous ones.

I can suspect timing here - lets say page in step 3 is taking a very long time to load, there can be a period of time when the navigation is visibly started but not happened yet to the point when we replace the snapshot.. 

In that case quickly switching to offline-internal page would still show the previously captured page.

I think we may improve here a bit bu removing the old snapshot at the moment when navigation commits (as opposite to the moment when document is parsed + delay).
